Two refineries, I-90/I-94 and the 2022 flood in Billings

Serving Yellowstone County

Billings refines oil. Two refineries operate here: Phillips 66’s and the former ExxonMobil plant, which Par Pacific took over in June 2023 and runs as Par Montana at about 63,000 barrels a day. CHS runs a third refinery in nearby Laurel. Refinery turnarounds bring in contractors, cranes and generators that need fuel on site.

I-94 starts at I-90 at Exit 456 in Lockwood, about four miles east of the city limits. From there I-94 follows the Yellowstone northeast toward Glendive and I-90 heads southeast toward Hardin. Freight on either route passes through Billings, and the fleets based here need diesel and DEF where they park.

June 2022

In June 2022, heavy rain on melting snow pushed the Yellowstone River to record levels. On June 14 the river at the city’s water plant rose past 16 feet, and Billings had to shut the plant down. The city was left with a day to a day and a half of water and asked residents to conserve. The plant restarted once the river dropped. Runoff season can take critical infrastructure offline with little warning.

Mobile fueling or bulk delivery: which fits your Billings site?

Three delivery formats. We’ll quote whichever fits your volume, site access and cost target.

Wet-Hose Fueling
Mobile fleet fueling
Overnight or day shift, fuel direct to each tank
A driver pulls into your yard after hours, fuels every truck or piece of equipment directly, logs each fill, and clears out before your crews arrive. No staff required on site.
Best for: Trucking fleets, delivery yards, rental fleets and service vehicles.
Tank Wagon Delivery
On-site tank fills
20 – 4,400 gallons per drop · same-day or scheduled
A smaller delivery truck fills your day tank, jobsite bulk tank or generator. The flexible option when volume varies or site access is tight.
Best for: Construction sites, generator refills, day tanks and smaller bulk storage.
Transport Load
Bulk transport delivery
Full transport loads to 7,500+ gallons · scheduled
Tractor-trailer delivery straight into large bulk storage. The lowest cost per gallon for high-volume buyers.
Best for: Data centers, large industrial sites, agriculture and rail yards.

Billings fuel delivery questions, answered

Do you supply contractors working at Billings-area refineries?
Yes. We fuel contractor equipment, generators and light towers on site and can set rental tanks for turnarounds. Give dispatch the gate, the site safety rules and the work window.
Can you keep a critical site running if the city's water or power is cut?
We run 24/7/365 dispatch for emergency fuel. In June 2022 the Yellowstone forced Billings to shut its water plant, so a full generator tank before runoff season is cheap insurance.
Do you deliver fuel 24/7 in Billings?
Yes. FuelGo dispatch runs 24 hours a day, 7 days a week, 365 days a year, including nights, weekends and holidays. Call 800-720-4546 any time, or request a quote online and a dispatcher replies within the hour.
What fuels can you deliver in Billings?
Clear on-road diesel (ULSD #2), red-dyed off-road diesel, gasoline, diesel exhaust fluid (DEF) and R99 renewable diesel. Most customers combine two or more on the same delivery.
Do you deliver diesel to generators in Billings?

Do you offer mobile fleet fueling in Billings?

How much fuel can you deliver at once?
Tank wagon deliveries run from 20 to 4,400 gallons per drop, and full transport loads to 7,500 gallons or more for large bulk tanks. Tell us your tank size and usage and we’ll recommend the right format.
How much is diesel tax in Montana?
On-road (clear) diesel in Montana carries $0.5533 per gallon in combined federal and state taxes and fees, and off-road (dyed) diesel $0.0128 per gallon, as of October 16, 2026. Sales and local taxes are extra where they apply. Using dyed diesel on public roads is illegal. See diesel taxes by state →
Do you offer emergency fuel delivery in Billings?
Yes. If a generator is running low or a site is about to run dry, call 800-720-4546 and a dispatcher will confirm what we can get to you and when.
Can you set up recurring scheduled deliveries?
Yes. Most customers start with a one-time delivery and move to a recurring schedule, so tanks, generators and fleets are topped up before they run low, without anyone having to call it in.
Do you rent fuel tanks?
Yes. We rent diesel and gasoline tanks from 119 to 17,000 gallons, with pumps, meters and hose fitted, and refills on a schedule. See our fuel tank rental page for sizes.
Do you have smaller trucks for tight sites?
Yes. Smaller delivery trucks reach tight urban sites, parking structures and jobsites where a full-size tanker can’t fit.
What payment options do you accept?
Credit cards, ACH and checks. Credit terms are available for qualifying commercial accounts. Ask your dispatcher for details.
