Fuel Delivery in Honolulu, HI

Hawaii has one refinery. Par Hawaii’s plant in Kapolei has been the only one in the state since 2014. It runs 94,000 barrels a day and ships fuel by pipeline and barge to the state’s harbors. In April 2026, a renewable fuels unit at the same site reached commercial operations. It’s rated at 61 million gallons a year of renewable diesel, sustainable aviation fuel and other products.

Almost everything else arrives by sea. Hawaii imports more than 80% of what it needs through its harbors, and Honolulu Harbor handles over 11 million tons of cargo a year. Container handlers and trucks move it off the docks, including Matson’s terminal on Sand Island.

Plan for two weeks, not two days

The Hawaii Emergency Management Agency tells residents to keep at least 14 days of supplies. Its reasoning: after a major hurricane, it will likely take two weeks or longer for critical infrastructure to be even partly working, and crews will focus first on ports, roads and power plants.

For a hospital, hotel or high-rise on generator power, that’s the fuel horizon. A full tank before the storm, clean fuel in it, and a refill plan for the days after are what keep the building up.
